Lemon Grove Approves Conditional Use Permit For Dispensary

The Lemon Grove City council voted to approve a Conditional Use Permit (CUP) for a medicinal cannabis dispensary located west of College Avenue in the 6800 block of Federal Boulevard this week.

On March 20, 2017, Grassroots Resources submitted a zoning clearance application, which was approved by city staff who had determined that the project met the protected use requirements. Grassroots applied for a CUP on January 22, 2018 but was denied and served a Notice of Incomplete on March 7.

On September 4, following a resubmittal by Grassroots, the Lemon Grove City Council voted 4 to 0 to approve the CUP. Councilmember David Arambula was not present for the vote.

Tuesday’s approval marks the second CUP that the council has granted since voters approved Measure V in November of 2016, lifting a ban on medicinal cannabis in the city. In June, the council awarded a permit to The Grove Collective, allowing them to open a dispensary in the 7400 block of Broadway.

PickAxe Holdings is currently awaiting approval of a CUP for a dispensary on North Avenue. The council denied PickAxe zoning clearance for a property in 2017 after they had determined that the property was too close to a childcare facility.

But after an appeal hearing where it was quickly proved that the dispensary did comply with distance separation requirements, the council granted the clearance. There is no word at this time as to the status of the PickAxe CUP.
