Police officers in Dover, Delaware arrested a man on a string of marijuana and other charges after he exposed himself lewdly at an area Target on multiple occasions.
Officers from the Dover Police Department responded to a Target store on John Hunn Brown Road at around 9:15 a.m. on Thursday after receiving a report of a man masturbating in one of the fitting rooms with the door open.
Police had responded to a similar incident involving the same individual on Saturday, January 19; both times the man fled in a gold Jaguar.
After officers had analyzed store surveillance video from the 19th, they determined that the man was 23-year-old Lewis Foreman. They suspected Foreman was residing in the unit block on Stevenson Drive in the Manchester Square neighborhood and went to check the area.
Officers attempted to stop Foreman when he arrived in the gold Jaguar, but he fled on foot and entered a residence through a back entrance before making his way into the attic to hide with 20-year-old Tyra Mifflin. The pair left a 3-year-old child alone in a bedroom while they hid.
After Foreman and Mifflin surrendered a short time later, Dover Police executed a search warrant at the residence and discovered approximately 8.75 pounds of cannabis in heat-sealed bags along with digital scales, packing materials, and $4,432.00 in cash.
Twenty-nine-year-old Keyarra Johnson arrived while officers were still on the scene and was arrested without incident. The 3-year-old child was placed in the care of a family member of the suspects.
Johnson, Mifflin, and Foreman were all charged with Possession with Intent to Deliver Marijuana, Possession of Tier 3 Quantity of Marijuana, Conspiracy 2nd Degree, Endangering the Welfare of a Child, and Drug Paraphernalia.
Foreman was also charged with Indecent Exposure, Resisting Arrest, and two counts of Lewdness.
